Veela

Veela (singular and plural are the same) are non-human creatures which look like very beautiful women with silver-blonde hair. They can fly and sing. Their song makes any unprotected male behave like a mad macho. When Veelas are angered, they assume a form like that of a humanoid bird of prey or vulture, and begin throwing fireballs. It is unclear which is their natural state. Known Veela include the grandmother of Fleur and Gabrielle Delacour (generally presumed to be their maternal grandmother, though this not known). In the Quidditch World Cup held prior to Harry Potter's fourth year at Hogwarts, Veela were the Bulgarian mascots. Their song made many of the male onlookers want to switch there support from Ireland to Bulgaria, and they got into a fight with the irrepressible Irish mascots - Leprechauns.

The mythological background for these creatures can probably be found in the Sirens: half bird, half woman, the Sirens could sing so magically that all seamen drowned by trying to reach them. See the Odysseus (Ulysses) saga. A Veela or Vila is a beautiful and tempermental nature nymph in Slavic folklore.
